Vietnam presents one of the most interesting and complex crypto gambling environments in Southeast Asia. Two major legal developments in 2025-2026 changed the landscape significantly.
First: Law 71/2025 (Law on Digital Technology Industry), passed June 2025 and effective January 2026, formally legalized cryptocurrency in Vietnam. Digital assets, virtual assets and cryptographic assets are now defined in Vietnamese law. Crypto trading and ownership are officially legal. From 1 July 2026, a 0.1% personal income tax applies to all digital asset transactions by total transaction value — not just profits.
Second: Vietnamese gambling law creates a sharp distinction between locals and foreigners. For foreigners with a valid passport — gambling at licensed venues and international online platforms is legal. For Vietnamese citizens — online gambling remains prohibited under Decree 03/2017 and Decree 144/2021. However, enforcement against individual players accessing offshore platforms is rare and no Vietnamese citizen has been prosecuted for using an international crypto casino.
📆 2026 update — 0.1% crypto transaction tax: From 1 July 2026, Vietnam applies a 0.1% personal income tax on every digital asset transaction by total value. This applies to casino deposits and withdrawals made in crypto. Example: a $500 USDT casino deposit = $0.50 tax obligation. Keep records of all transactions for annual tax reporting.
