Veikkaus Monopoly · 2027 Licensing · Applications · Player Protection
📌 Informational guide: this page explains the law in Finland. Cocktailspins does not list, rank or link to gambling operators for players in Finland. Rules change — follow updates in our Regulation Tracker.
For now, Veikkaus, the state-owned company, is the only operator licensed to offer gambling in Finland, online or offline. Foreign online casinos that accept Finnish players do so without a Finnish licence. That changes on 1 July 2027, when the new licensing system opens part of the market to competition.

The National Police Board began accepting applications on 1 March 2026; the processing fee for 2026 is €29,000. By 22 September it had received 75 applications, up from 50 in June, and had not yet decided on any. There is no deadline and no legal cap on the number of operators, and the board extended its target processing time to six to eight months. Veikkaus itself has applied for licences in the competitive market. On 1 July 2027, licensing and supervision move from the National Police Board to the Finnish Supervisory Agency.
Licensed operators will pay a tax of 22% of their gambling margin. The framework requires player identification, daily and monthly limits on money transferred to gambling accounts, and a centralised self-exclusion system covering all licensed operators.
The EU’s Markets in Crypto-Assets Regulation (MiCA) applies: crypto-asset service providers need authorisation from a national regulator, and the transitional periods for firms operating under older national rules ended by 1 July 2026 at the latest. In Finland, the Financial Supervisory Authority (FIN-FSA) authorises crypto-asset service providers. For how stablecoin transfers work, see our USDT TRC20 explainer.
