How the Swedish System Works
Sweden replaced its state monopoly with a licensing system on 1 January 2019. Under the Gambling Act (Spellagen), any company offering online casino games or betting to people in Sweden needs a licence from Spelinspektionen. Licensed operators pay a gambling tax on their gross gaming revenue, raised to 22% in July 2024, and must follow strict rules on bonuses, marketing and player protection. Promoting unlicensed gambling to people in Sweden is not allowed.
What Changed in 2026
From 1 May 2026, licensees and betting agents may not allow or contribute to gambling financed by credit, and must take measures to prevent players from gambling with borrowed money. In April 2026 Spelinspektionen also adopted SIFS 2026:3, which sets how licensees connect to the Spelpaus register; it takes effect on 1 August 2026.
Spelpaus — National Self-Exclusion
Spelpaus.se lets a player exclude themselves from all licensed gambling in Sweden for one, three or six months, or until further notice. Licensed operators must check the register before letting anyone play. It does not cover unlicensed sites, which is one of the main reasons to stay within the licensed market.
Tax on Winnings
Winnings from gambling licensed in Sweden or in another EU/EEA country are tax-free for the player. Winnings from operators outside the EU/EEA are taxable at 30%.
Crypto
The EU’s Markets in Crypto-Assets Regulation (MiCA) applies: crypto-asset service providers need authorisation from a national regulator, and the transitional periods for firms operating under older national rules ended by 1 July 2026 at the latest.
